Executive Leadership Team

Majors Dawn and Paul McFarland, North Texas Area Commanders

Majors Dawn and Paul McFarland assumed the role as North Texas Area Commanders in June 2022. They oversee one of The Salvation Army USA's largest Area Commands, covering a five-county region that includes Dallas, Tarrant and Ellis, Denton and Collin Counties. Operations consist of 13 community centers, four homeless shelters, two apartment buildings for senior citizens, two social service centers, and two Christmas assistance centers.

First commissioned to separate appointments as officers in June 1989, Paul and Dawn married in December 1989 and have served together since. Their more than three decades of social service experience includes three corps appointments, divisional youth leadership, area commanders, and in five Adult Rehabilitation Centers, one of which was the Adult Rehabilitation Center in Dallas.

Scotty Landry, Interim Managing Director

Scotty Landry is a seasoned nonprofit executive with over two decades of experience. Previously, he served as the president and CEO of Make-A-Wish North Texas and was the executive director and COO for The Salvation Army's North Texas Area Command.

As an active member of the community, Scotty currently serves on various for-profit and nonprofit boards/councils, including being a founding board member and Chair of Entryway North Texas, a board member of YPO Gold Maverick Chapter, and serving on the Advisory Board of the Catholic Foundation.

Scotty is also a founding board member and two-time past president of the Nonprofit CEO Council, Advisory Council member for the Salvation Army Carr P. Collins Social Services Center, and board member of the Dallas Sidekicks Foundation and the Advisory Board of DeVry University Business School.

Christina Cavalier, Senior Director of Community Relations

Christina Cavalier is the Senior Director of Community Relations. In her role, she leads marketing and public relations initiatives and manages relationships with donors and volunteers to oversee fundraising campaigns and events that provide essential financial resources to the organization throughout the year.

In addition to leading campaign initiatives, she is the point person in the five-county region for building relationships and maintaining relationships with corporate partners, foundations, and donors. Over the past decade, Christina has been a thought leader in the nonprofit space for effective fundraising and corporate relations.

Leadership Team

Sherrie Roberts, Doswell Foundation Area Director of Children & Youth Programs

Sherrie Roberts is the Doswell Foundation Area Director of Children & Youth Programs. She oversees the operations of all Salvation Army-led children and youth programs in North Texas, including The Salvation Army Boys & Girls Club, Arlington Youth Education Town and Project Tomorrow Christian School Programs, Summer Day Camp, and After-School Programs.

The Salvation Army’s initiatives and mission are what she’s most passionate about, especially when it involves youth development. Sherrie brings over 13 years of supervisor experience in children and youth development, as well as programs.

 

Blake Fetterman, Planning and Development Consultant

Blake Fetterman focuses on governmental relations, land development, research and development, strategic planning and leadership with The Salvation Army of North Texas as the new planning and development consultant.

With 19 years of experience, she previously served as the executive director of the Carr P. Collins Social Service Center; the region’s largest center of operation that shelters homeless populations and that provides 24/7 support to our neighbors in their fight against addiction and poverty.

Additionally, Fetterman served as the point person in Dallas, Tarrant and Ellis, and Denton and Collin counties for building relationships with policymakers, assessing needs in local communities, and developing concepts that lead to long-term sustainability.

As an active member of the community, she has experience serving for the Anti-Poverty Coalition of Greater Dallas, The Salvation Army National Opioid Crisis Response Taskforce, the City of Dallas Commission on Homelessness, the City of Dallas Domestic Violence Taskforce, and the Metro Dallas Homeless Alliance.

 

Social Services

 

Christy Plemons, Executive Director of Adult and Family Services 

Christy has dedicated her work to the government and non-profit arenas, where she has done extensive research and presentations on the synergy of collaboration, the City of Waco's plan to end homelessness, identifying barriers to housing, the Smartbabies initiative, immigration, bullying, and other initiatives. She has experience in program implementation, grant and contract management, strategic planning, and leadership.

Christy has served on various committees, advisory boards, and governing capacities across 16 counties. She has been actively involved in community collaborations to help those experiencing homelessness, in the startup and maintaining the homeless management information system database, and in the startup of the Coordinated Entry in multiple counties. She aided the City of Waco in becoming nationally recognized for implementing a homeless management information system into Waco ISD to help identify aggregate data on homeless youth.

Before accepting the position at The Salvation Army of North Texas, Christy was the Director of Finance and Grants for Hill Country Transit District, Director of Social Services for The Salvation Army of Bell County, and Senior Housing Program Analyst for the City of Waco’s seven-county region.

 

Deborah Bullock, Director of Adult and Family Services for Tarrant and Ellis Counties

Deborah Bullock is the director of adult and family services for Tarrant and Ellis Counties. In this role, she is responsible for planning, developing, administering, coordinating, and evaluating adult programs that include social services, shelter and housing, behavioral health, and food services at the social service centers and corps located in Tarrant and Ellis counties.

With nearly three decades of experience working in the human services field, she has expertise in providing leadership, grant management, and program service delivery. Deborah has extensive experience in serving specialized populations, including but not limited to substance abuse, homelessness, criminal justice, mental health, and survivors of human trafficking and domestic violence.

Deborah provides emotional and spiritual support, shelter, meals, and rental assistance to those in need at the J.E. & L.E. Mabee Social Service Center in Fort Worth.

 

Katrice Goodman-Madison, Director of Adult and Family Services for Denton and Collin Counties

Katrice Goodman-Madison is the director of adult and family services for Denton and Collin Counties, which includes the Denton, Lewisville, McKinney, and Plano Corps Community Centers.

With over 20 years’ experience in social services, Katrice has spent the last 15 years with The Salvation Army North Texas Command.  During her tenure, Katrice has been a Lead Case Management Specialist, Emergency Services Program Manager, Treatment Services Program Manager, and Senior Manager of Behavioral Health for Tarrant and Ellis Counties.  

She has effectively managed the Home Sweet Home, food pantry, permanent supportive housing, rapid rehousing, and residential shelter programs. She has experience working with various populations, including families, veterans, those with substance use disorders, mental illness, and persons living with HIV and AIDS. She is a servant leader who is most passionate about supporting survivors of domestic violence and human trafficking.

Community Relations Directors

Mary Freeman, Collin and Denton Counties

Mary Freeman serves as the director of community relations for Collin and Denton Counties for The Salvation Army of North Texas. With over 23 years of experience in the social services field and a lifetime with The Salvation Army, she is committed to developing solutions that support families in times of crisis.

Mary has served in a variety of development roles for both large and emerging nonprofit entities. Mary has held positions with The Salvation Army of North Texas and Atlanta, Dallas Area Habitat for Humanity, and two grassroots educational agencies supporting literacy and outdoor experiential learning in partnership with low-income elementary schools.

Mary is passionate about fulfilling her family’s legacy of caring for those in need. Being raised in a family of Salvation Army ministers, she has seen firsthand the organization’s effectiveness in breaking cycles of poverty, providing hope for the homeless, and transforming the lives of those struggling with substance abuse.

 

Emily Stewart, Dallas and Rockwall Counties

Emily Stewart is the Director of Community Relations and Fundraising for Dallas and Rockwall counties. In this role, she focuses on engaging individual supporters in the mission of The Salvation Army to bring key stakeholders closer to our work while overseeing and coordinating funding from fundraising activities and individuals within the county.

Emily brings 15 years of development experience and relationship-building strategy to the North Texas Area Command and has spent the past decade of her professional career as an advocate for the poor and our community’s most vulnerable populations. She is also a wife and a proud mother of two.
